What is radar or qualification in Siscomex?

The qualification in Siscomex is one of the previous stages of customs clearance. In it, the registration is made with the Federal Revenue Service, the company or the individual who wishes to import or export (work with foreign trade).

 

 

 

SISCOMEX means “Integrated Foreign Trade System”. It is a control system that the Federal Revenue Service uses to map, cross-reference information and bring parameters in order to provide more security and stability to foreign trade operations.

What do I need to import?

This issue is complex, since, for each type of product, there may be
a differentiated procedure and, for each importer, a study of the operation must be
carried out before it is started. But as the basis for all procedures, we need to have:

  1. Qualification in SISCOMEX;
  2. Foreign supplier;
  3. Mapped and structured import process.

These 3 items are essential for the execution of the process. Therefore, these three pillars need to be very clear and understood by the client and the company that will provide the advice.

What do I need to export?

Several items are needed, but in a specific and simplified way, we can divide into three parts:

  1. Product according to the parameters of the buyer’s country;
  2. Structured export process;
  3. Foreign buyer with signed contract and chosen payment method.

We emphasize that these three parts serve as pillars, and, within each one, there are several steps to be carried out.

Can my company import or export?

Any company can import for consumption, having no need to specify the word “import” in its articles of incorporation. If it is to import with the intention of reselling or exporting, the company needs to have, within its articles of incorporation, the products and markets with which it wishes to operate, as well as it is important to have the words “import and export” described within the corporate purpose.

How do I find out if my product needs certification to import?

The first step is to do the tax classification of the product and find out which NCM is correct for it. After this step, we will have to consult the legislation to be sure of the need for certifications or licenses with some sector of the Federal Government. This will depend on each situation and must be verified prior to import, as some certifications and certificates must be made before shipment.

Air, sea or land freight? What is the best option for my import or export process?

As every case is a particular case, a prior study must be made before the start of any import or export procedure. The logistics chain and the clearance facility are very important factors in the process, and the lack of attention to such requirements can make the business unfeasible, with delays and exorbitant values. Always keep in mind that it is necessary to be sure of the logistics chain chosen and why it is being chosen. Many people find that ocean freight means lower costs and longer terms and/or that air freight symbolizes short term and high costs. But we can inform you, for sure, that this often does not occur. Study well before starting your process.

How to have security in the purchase of products with suppliers?

Safety is a very important word in foreign trade and, to have this peace of mind with products purchased, often, on the other side of the world, it is necessary to have local partners who can inspect and visit manufacturers, distributors, and resellers. Ask for advice from companies that have experience with such matters and avoid unpleasant surprises with low-quality products and/or products that were not actually purchased.

What are parameterization channels?

Customs parameterization channels are verification channels, where the inspector will initiate and act within his import process. Normative instruction No. 680, of 2006, in its article 21, mentions the 04 types of channels: green, yellow, red, and gray. The selection of the channel will be carried out by a risk management, with the help of the systems of the Federal Revenue of Brazil, and will have several elements of analysis, said in the first paragraph of this same IN 680/2006. Is there a way to follow my statement in any system?

Yes, currently the Brazilian Federal Revenue Service offers a mobile app called IMPORTER. Just download it on your phone and keep track of your process. You can follow up using your ID (import declaration) number or your bill of lading number. This same application provides NCM consultation, import simulator, and some important tips.

What is invoice?

Invoice is the receipt used abroad. They are documents issued by the seller or service provider with the data of the entire sale. It is an essential part of import or export, as it is the basic document for the nationalization process. It is worth mentioning that it is necessary to pay attention to some important details, such as incoterms and terms, as well as complete exporter and importer data, in addition to bringing a detailed description of the product, facilitating its identification. Any mistake will end up contaminating the nationalization process, which will probably lead to delays in the release and various fines. Pay close attention to this document.
